Not 100% which but i painted a few wall signs behind torches to see if it would make them brighter .. nothing changed till much later they were white as id painted them.
** other than being brighter to look at the torch and white sign, it did not light up the room more. =(
also as an aside on painting. you can paint wall/standing/torches Flame any color you want. Mist or Ice(hint of blue) give you a bright white light like the Electric but with out the fps drop when you open doors. after you leave render and come back the light cast will match the flame.

I want to make a whitewashed stone tower but the white dye seems to have negligible effect. The white dye works well on crafting stations, storage, and industrial stations though.
Yep, no change for me, the white dye is not visible on my wood structures, even after leaving rendering or logging out.
