That aside, the issue still remains with the loop. I'm leaning towards the Xbox launch. As I did not encounter this sunday.
Launched server, played for a few hours on an off, updated server mid day Monday, started running into issues.
So initially when I went through ASA to pick and download mods, they would then auto update upon launch.
Thinking I had a corrupt mod, due to server crashing on start, prior to all this, I went digging and found a mod that "violated the rules" and was removed from ASA mods list.
With that removed, the bad mod, I was able to lauch a old server I made for testing purposes.
Moving forward. After I went through ASA and did a uninstall all mods, shut down ASA, check ASA mod folder to be empty EXCEPT for temp folder.
I then relaunched ASA found each mod and downloaded through ASA. Making no changes to my server launch bat file.
After which, once I booted up my server and connected, it does not reinstall the mods and thus far, on update 31.28 update, everything is as it should be. This after 10 disconnects and reconnects along with server shutdowns and restarts.
So, at this time I want to believe I resolved my issue. Aside from losing frames when opening and closing doors. That one still confuses me.
TLDR;
Hosted self server. Allowed server to download mods. Each time connected server had to reinstall mods. Remove mods through ASA. Shutdown ASA. Verify ASA mod folder is empty EXCEPT for temp folder. Launch ASA picked the mods I used on my server. Success.
I figured as much. Even official servers I mark as favorites don't show. Even though I won't touch official again.
Only reason I play with this work around, hosting a server off my pc when I play, is to avoid crashes and losing progress. I don't have the top of the line pc, but I'm content with my 50 to 70 fps on medium / low settings. Until the budget says otherwise, or ASA is better optimized.

ModIDS=928621
ModIDS=....
this for every mod I load in the command line. Seems to work so far for most mods.
