How to get more higher level dinos to spawn?

Hey, looking for some help. I am on a single-player server with OffsetDifficultyLevel=5 I also have MaxDifficulty enabled. Dinos are spawning in increments of 5, but the average level seems to be 20. I'm having a hard time finding anything above 100. I even have a spawn finder mod to check, and the majority of dinos in each class are spawning around 20. I get a couple higher levels, but not many. Any way to modify this more in ini?
I generally play on unofficial servers or have my own hosted server I use. I feel like I've never had an issue finding higher level dinos on other servers. Thanks!

This is apparently normal for the island. Other maps have better spawns. There is a mod called "Custom Dino Levels":

It lets you set spawn levels to get more max levels to spawn.

If you turn up the difficulty on your settings dinos will be much higher level. With ASE I always had dinos to low level. My setting is on 5 now on my server and im getting my ass whiped by all animals past the half way mark.
