The whistle command for passive, it makes the dinosaurs not react to being attacked. Setting them to neutral makes it so that they will fight if they have to (defensively). The whistle for aggressive makes them attack everything in the vicinity.
There's a whistle command to have all the dinos follow in the area, or to have one specifically follow. There's the whistle to have either one or all, stay put (not move).
They're completely essential to commanding tamed dinos. All their behaviors are pretty important. And doing something like setting your dinos to passive and forgetting about it is very dangerous because the dino/dinos will not fight back, and they will be killed. So the player has to be careful about how the behaviors are set.
I'm not remembering all the different whistles, there's probably a few more. But for the most part, they command and change the behavior of your dinos.
This correspond to the definition of taming groups. Read this about groups:

If you activate a group, a whistle "for all" will affect the selected group only and not all dinos.
You can hold T to bring up a radial whistle menu and can press Caps Lock to fix the shouting in Capital letters. Tapping T should whistle a single dino to follow, tapping Y will tell it to stop following.
If you look at the keybinds in the menus, you can see a list of the different whistle commands too.
Stances (the 3 buttons to the right of M)
, = passive
. = neutral
- = aggressive
F1 = Move To
F2 = Land flyer
V = Attack this target
I still use T, U, J because I am used to using them.
Numpad keys are Tame Ordering Groups, whistles only affect the tames in the active group (this is really good to be able to use whistles without affecting all tames. When using whistles like All follow me, Attack this target, Move To or changing aggression)
H shows which creatures are in the active Tame Ordering Group.
Z can be used to add a creature you are looking at to the currently active tame ordering group (it is not always working well).
You can add creatures to the tame ordering group from the E wheel, individual creatures or all of a specific creatures.
You can remove creatures from tame ordering groups from Inventory -> 4th tab at the top -> Dino Groups.
Btw, I watched a bunch of people play ark and many of them accidentally press the Aggressive whistle in base then they don't know what is happening when all their tames go crazy.
Read the keybinds in the in-game menu = Profit. Why didn't you think of something as obvious as that?
