(I would upgrade from my 2080Ti but it still ♥♥♥♥♥ on most 30 and 40 cards)
I did try everything on epic and while not great, wasn't terrible. So did the usual tweaks to settings and game is running just fine with almost everything still on epic.
I`m currently having the usual fun with vanishing servers and various other Day 1 bugs, yes, original ARK day 1 problems.. Gonna have to just accept that`s always gonna be a thing with any ARK game i guess.
If bugs stress you out though, just skip it for a few months, aint no white knight on here that can keep a straight face and tell you, you will have no issues at all. B`cos you will. Everyone will at some point.
So to answer OPs actual question, yes, you should get it and be able to run it and still get decent enough quality, assuming the rest of your PC isnt made out of root vegetable and you have a basic working knowledge of how to tweak settings to your get the best enjoyment for your rig. Just don't expect most of your settings to be on or over high especially if you attempt anything over 1920x1080.
Despite all of these issues I still play the game. The mod system is fantastic, and the game looks great even on medium settings. The quality of life changes are really nice, and the map changes help make the Island seem a little less boring. Excited for the other maps to be released. Sorry for the book, hope this helps you make your decision.
Until morning or night time hits. Until I get on my Pteranodon. Or until I go into the forest. Then we're looking at 25 to 45 fps. There's a decent amount of stutter as well which makes fighting Raptors and such not really viable.

10900k 4090.
This was taken in 4k on ultra settings.
Worst case scenario, try it for less than 2 hours and if you are not satisfied just request a refund.

I see it works just fine, play at high with shadows on medium and rock somewhat more than 60 for sure.
And your video is old af, useless and unpatched version of the game.
The difference between Epic and High is negligible, except fps.
Shadows and global illumination on medium are the old epic/high without ray tracing.
Remove clouds and you can go above 70.
He was talking about performance without cheating or using Console commands or editing the .ini in any way and he would be right. Once you start disabling things or editing settings you are turning off visuals completely and or lowering them lower than the "LOW" setting.
Yeah it's definitely playable with a 3060 if you use console commands to disable a bunch of things or set them lower than Low.
