How to install mods WITHOUT ingame mod browser?

How can i install mods manually whithout the ingame mod browser?

Same place the ingame one puts them I assume.
Install one there and go from there I guess.

I know it's a different folder than it used to be, but at work so can't give exact location.

Same Problem. I put the files in the downloadfolder but cant find the mod ingame or activat

putting them here is correct but there is a json file that has to be modified. its possibly to complicated to modify interdependently. (ShooterGame\ModsUserData\83374\library.json)
copying mod folder from another pc will work just fine
