I've seen them in ASE as well. Think it might have been a quiet change a couple years ago.
EDIT: Actually, I remember taming one on The Island a few years back, completely forgot.

Since forever? In ASE they were pretty rare to spawn on the Island, but they have been on the island for a long time.

Procoptodon were added well before any of the DLC maps, they've just always been kinda rare

This is true. When the Kangaroos came out, they've been on the Island since the beginning of the announcement in ASE. Just rare. Not unicorn rare, but rare.

Procops tend to spawn near the tops of the larger mountains without snow, and then gradually make their way down.
Thats how it was on ASE anyway
They can be rare to find however

I never really liked the Island. I only ever played it to Ascend. So, spent as little time on the map as possible. But, this is the first one I've ever seen. ASE or ASA.

They have to be rarer than Unicorns. I see them all the time, this is the first Kangaroo I've ever seen (on The Island) in nearly 6 years of playing Ark.

I really actually don't remember seeing them on the island. But once to new maps came out I pretty much never went back.
I don't remember that giant insect thing either. I don't know when that was added to the game. Freaking terrifying

The Rhynio was added only last year I believe.

Both of them are in my SP game, Rhynio in the swamps closest to the redwoods, and the Kangaroo is jumping around Whitesky Peak in the transition area of the jungle and the snow biome.
