And I am geting 60FPS by Rivatuner
Also I turn off Grass, Fog, Clouds.
And its rare I crash. But now and then might get couple. And I am not getting dinos falling through world and other glitches luckily.
What I was able to do before to prevent crashes when I was crashing a lot was to disable some settings like:
foliage interaction
menu transition
Also about 4060 vs 3060Ti he has a point.

But I would go with the 4070 or 4080 as have better ram. need 12+ by what people saying.

60 fps if I'm lucky, and I still periodically crash while building or opening up any sort of UI.
EDIT - Oh and put coolers on the 4080 as well. Getting warmer then I like.
Dang that really makes me sad to see even this card can only hold 60 fps on this game. sheeeesh. I am upgrading to that card come taxes from a amd 6950 xt
I intend to get a stronger card eventually but the moment you aim higher than 4060 the price skyrockets anyways.
I'm running a 4060 with a 13th gen i5. I use Epic Textures and Draw Distance. High Global Illumination and General Shadows, with pretty much everything else Low or Off. Why? Lighting and shadows do far more for graphical fidelity these days than anything else. I can get 60fps in low intensity areas, but instead I set a framelimit of 30fps to avoid some dips. Also, using r.VolumetricClouds 0 and r.VolumetricFog 0 will each buy you about 5-10fps.
Settings Video: medium preset should be ok.
