What does work, is you get near the Quetzal with your argent or ptera set to attack my target. You hop off, grapple to YOUR tame, then whistle attack. You shoot tranqs at the Quetzal until your tame is about to bite it, then whistle passive. Continue until almost out of range and whistle attack. Repeat until you knock it out or disaster strikes
because you switched the ammo, you need to switch the weapon.
Some use a variation where they deploy a parachute. I haven't done this in ages, but I have watched current videos, so pretty sure this is still how it works.

Grappling Hook Strategy
This solo method requires an Argentavis and a Grappling Hook (a Parachute is also recommended, but not necessary). Pull out your Grappling Hook and shoot your Argentavis in the chest. Whistle Attack this Target on the Quetz and open up the parachute when in the air. Shoot the Quetzal while the Argentavis chases it. Be sure to use whistle passive when the Argent is near the Quetzal and whistle attack this target on the Quetzal when shot. Once the Quetzal is down, switch to the Grappling Hook and pull yourself towards your Argentavis so you can get down safely.[3] Do not shoot your Argentavis too much by accident! If it falls asleep, you will lose your tame and will most likely fall to your death.
Also, don't grapple the wing of the Argent, you will end up bouncing up and down.

Grappling Hooks will attach to:
Rocks
Trees (Not all branches)
Survivors (including unconscious or dead)
Structures (Including water pipes)
All dinos (Some you can pull, others pull you!)
Land under water
Rafts
Grappling Hooks will not attach to:
Leaves
Bushes
Fleeing dinos
Loot Drops
Unconscious Creatures
Anything when you are encumbered (Hook will detach if you become encumbered.)
So once you fire at the Quetzal, it is fleeing, hence it disconnects.
After you get one, then the cage on the quetzal platform saddle is the way to go for the 2nd quetzal tame.
I knew about the whistle to attack method, but I thought this would work as well, I guess I didn't remember it correctly. Anyway thanks for the comments!
