Edited to add: I'd be fine with it if it were an option, but it's not. I spent a lot of time making my character. It's frustrating.

It's 2023 dude, girls are the new guys and guys are the new girls, so it's probably a feature and not a bug. Same deal for OP's issue about the lady beard.
Clean uninstall/reinstall and new character afterwards seems to have done the trick. I don't know what combination of stuff I've done was the solution but after a reinstall, it seems alright for the time being.
this line does not exist in my SP. it's possible this is the issue. I will test it tonight. I could see this being an issue particularly for people who might have copied their ini from SE. In my case, it looks like the line was added automatically in my server files. I'm going to set it to 0 rather than remove it since I feel my server software is the culprit.
Sorry for late reply. Yes this worked. Tested for some time. You can safely remove that line from the Game.ini; not GameUserSettings.ini
HairGrowthSpeedMultiplier=1.00000
It is no longer relevant in ASA and we’ve confirmed it was the issue. If you are uncomfortable removing it, you can safely change the value to zero and it will also solve the issue.
Some of the issues this line caused was:
- not being able to change hair length in character creation
- hair suddenly growing into the next length of the chosen style
- facial hair and beards suddenly appearing on females.

Edited to add: I was able to keep my high level female. Simply adjusting the value to zero allowed me to fix with scissors. Hair and face have been tamper-free since. We later removed the line with no consequence to our game.
