Report a translation problem
If it's a local server, it's most propably an old bug from years ago, which the devs should be ashamed to still not have fixed, after all those years (and after cashing in another 40 bucks).
To describe the problem in shortness: resources who have not yet been respawned get deleted PERMANENTLY from the map, once you shut down the server (close the game), which happens in singleplayer, as well. Funny, eh?
I will give you a link where you can find out about how to solve it and how to change the server setting to prevent it from happening again.

1) if you dont use english language layout for your keyboard, you may need to rebind the console key.
2) if you are the server (singleplayer or hosting yourself locally), you don't need to use the "cheat" surfix. Just type in the following rest, ignoring "cheat" like e.g. "slomo 20".
3) don't forget to hit once or twice "backspace" after entering console, before entering the command line.

(I will take all that back, once the day arrives, the devs will patch that out, but I doubt that happens)
