Yes it does its for the player and non flyer tames stop spreading misinfo

I was told (not verified by me) that bAllowFlyerSpeedLeveling=True only works in single player.

It works on tames as well. I haven't tamed a flyer yet, so will see once I do. My other tames now have the ability to level up speed.
