No it's not. You can play without a tether without paying for a server.

You don't. You host a dedicated server on your own computer.

I don't know much about running servers but you can host your own dedicated server on your pc for free. Believe you use some dark magic with the ASA dedicated server tool in your library.

If I'm understanding it well enough originally the tool wasn't even out until some of the nitrado stuff was reverted. I also assume a dedicated server would run a tad more intensive then a non-dedicated but yeah I wouldn't know.

Because not everyone has 2 PCs and running a dedicated server and the game in the same computer is not something recommendable unless your PC is relatively high end.

Because not everyone has 2 PCs and running a dedicated server and the game in the same computer is not something recommendable unless your PC is relatively high end.
It's also just way more work than clicking a single button for a non-dedicated option. Even if you're PC would handle running it without issue the setup process is intimidating or too inconvenient for many.

My GTX 960 2gb, i5 4460 an 8gb Ram PC back in 2016 handled ARK:SE without an issue with 2 friends and the tether distance set stupidly far. Why should I be locked out on ASA when I have a 4090, 5900X and 64gb Ram? My CPU and Ram aren't even stressed.

It's not a performance reason as to why it's locked, It's clearly just broken at the moment. It's also none of the devs business how I care to run the game, if I'm okay with 12fps but can actually play it, why should they lock me out of it? Peer To Peer also shouldn't have any effect on the overall servers, if it does, well then why are they okay with have hundreds of empty servers up and running? There's literally a counter argument for every argument surrounding this feature.
