Latest I heard, it did start out with Nitrado having near exclusive rights to servers, but the latest I heard was that was changed to allow private servers. Not sure of the details though.
adding the -mods= to the launch argument followed by the mod ID's worked for me. Thank you.
this is what mine looks like:
