Around what? Not sure what the OP is talking about, but there has always been a build limit on rafts and beyond a certain point you need foundation support. If people found an exploit in the past that no longer works, well that is what happens to exploits. They eventually get fixed so they no longer work. This is probably fixed by them removing the ability to stack foundations.
Not everyone may know this, but it is very simple to lower foundations now. You left click to place, and then like always you can rotate it, but you can now lower it down nearly level with the raft. Place 7 or 8 more (I like to leave open a spot to access the raft so I can drive it). Then one row of ceilings can be placed all around the 3 x 3 foundations. You can add more, like ramps, maybe more ceilings, but that is as big as I ever build.
