LocalASA FriendlyFire off?

Even if I set it to PVEoff, it still causes damage to the tamed creature...Where should I set it?

First, close the game.
Then locate your game folder and navigate to:
. . .\ARK Survival Ascended\ShooterGame\Saved\Config\Windows
There you'll find a file called "Game.ini", open it with a text editor and search for a line that starts by "bDisableFriendlyFire" and change the value from "false" to "true".
Save the file, and reopen the game,

OR... go to Game Rules >Rules>Disable Friendly Fire: ON
