Impossible to say, because OP never provided specs nor settings.
It seems devs did a newbie fail setting map as a general texture instead of setting it as UI texture, so any graphical setting for textures lower than epic blurs it.
turn them off one at a time
or, what I do really, 5 at a time, find which group it is, then narrow it down from there.
Well, if it helps, I have never actually had a MOD affect my map... The only thing that ever made my map blurry was lower resolution settings. It's most likely your graphics settings.
