So I go check the GameUserSettings.ini and find the password line and add a password.
Save the file, close. Go back and launch game, initiate hosting and friend joins with no password. Recheck the settings file. Password line once again empty.
Here is what I notice.
Session Name resets every time you launch the game.
Password setting doesn't appear to be available when in-game hosting.
Password line in GameUserSettings.ini resets to no password each time the game is launched.
From in-game hosting there is a checkbox to set hosted session to PRIVATE.
Checking that box makes session invisible to Steam friends. That seems backwards.
I am tempted to set the GameUserSettings.ini to read-only, but I should not have to resort to that tactic.
I am actively searching for a solution.
Me and my partner bought this game with the sole purpose of playing on a private non-dedicated server, however due to the private function not making the game visible for Steam friends, I tried setting the sever password, only to encounter the same issues you outlined above.
Due to this, we had Steam provide us with a refund as we can't play the way we intended, but would like to get in again once this is resolved (if ever).

2nd point, you can run a single dedicated server through the tools menu on steam
there is so much fake news around for this game, I guess it will settle down when the good content creators get more and more material online.
