And your CPU is also not that great, would explain the stutter. My i5-10600k bottlenecks my desktop RTX 3070 in singleplayer in many scenarios and this leads to the screen tearing and espically stutter. On a server I get around 55-110 FPS with low-high settings (Lumen medium) depending on the area. With lumen on high, I play with ~60 FPS (some drops to 45-50). But no heavy stutters.
Whats your GPU usage? if it doesn't reach 95%+ consistently you can't do much with that CPU. Even a RAM upgrade won't do much, if some of your CPU cores and threads already hit close to 100%
Thanks for the technical explanation here, I've recently upgraded my RAM to 32 GB. I would say the performance improved slightly, around 5-7 fps improvement. Will definite try and play again by hosting a dedicated server and see how it fares.

You can try it. But if you already reached 90%, it won't do much regarding FPS. Maybe a bit smoother because of better Frametime. Check your temps if you play longer. More cores and threads will be used when hosting a dedicated server on the same computer. This obviously leads to hot temperatures.
Regarding updates... I won't expect too much. Espically regarding singleplayer (they did not much for ASE singleplayer and in one of the recently released communitycrunchs they spoke of performance optimization.... for server. No word about client. So yeah, we will see what the next major patch will bring).
More information needed because that sounds very suspicious if you have a 4090 and a 13900k. Also sounds like it's not a new problem. Otherwise I would have said it's the new driver version. Lost 5-10 FPS with the newest version...
