you enter combat and it either activates or you pick what skill to activate

I meant how do you get skills? I noticed it happens at different levels for each character. Am I right?

you get them at certain levels of certain jobs, and only on certain characters

They should change that. It isn't good because you don't exactly know what weapons are best for each character.

Generally whatever gets the most points on their level-up is their preferred role.
Can never go wrong with short anyway.

Generally, whatever they happen to have hte most exp in when you pick them up is what most of their skills are in

Skill system is archaic and obscure and I agree that "it should be changed" and its indeed changed in further games, at least in 3. But this remake's purpose is to keep gameplay of the DS version 1:1 so it won't be changed here.
For how it works the short version is
Every time you use weapon you get exp for that weapon AND for character
To learn a skill you need to have certain number of weapon exp (for example 2500) AND to level up AFTER you have this number.
To level up a skill you need to trigger it, and there is a chance it will level up. To trigger skill you need to just use a weapon associated with it.
The best skills are -short-skills: switch, duel and speed. They let you dismantle enemies or outright one shot them with machineguns.
Some characters can't learn some skills, no game doesn't tell you who can't learn what, it's bs, you gotta look it up.

ROFUP1 (and maybe ZOOM1) is meme-tier for that reason alone.

From what I remember you just grind every wanzer part until it "drops" a skill and then you keep triggering it until your cpu remembers it or some such.
I think Astlibra uses similar system for learning skills from equipment.

Depending on skill you could be grinding forever and still not get it because you missed the hidden condition. Like in the case of Backup melee/fire having just "Range" or "Melee" as a hint.
With terrible luck even the simple skills were unobtainable since the skill just didn't want to activate.
That said most other offensive skills were fairly simple true, defensive ones were all "All weapons (def)" which tells just about nothing, Acquirement rate was also kinda terrible until you get the cpu way, way later in the game.

The game is nearly a 1:1 remake of the OG game, so old guides are still helpful. The skill system isn't explained in the game, so this one helps a lot! The only difference I've found so far is that it take a couple hundred more xp to get the skills to present themselves at level-up. You can definitely mess up a character's build permanently if you don't know how the system works.

They did some Youtube videos explaining some of the game, but still I think they could've done a bit more of an in depth tutorial or perhaps a database.

So what is the best way to not mess up a character? I played and beat FM1 on SNES emu long long ago and only a few characters had the skill that let you choose where the MG hits.

So just use short on nearly everyone first? I do remember that was most potent overall on the SNES version.
