The game you are referring to is Front Mission 3 and yes when compared to it, this remake is utter disaster. But if you will compare it to original game that remake is based on then it is more average/good-ish. Animation in original FM1 were very simplistic just like this remake. Just instead of 2D we get 3D in HD.
On positive notes. Each remake is being made by different studio and it seems so far each of them (FM1/FM2) strictly respects how original worked. Animations in Front Mission 2 Remake are much better and they were based on what was originally seen in original Front Mission 2 (such as movement sliding during combat). So there is some hope for FM3 remake looking decent.

However, ultimately there is no denying that these remakes are average budget (which is reflected in price) so we can't expect here something on scale of FFVII Remake.
Because of that am still playing FM5 time to time with emu.
