Why is the performance on the game really bad

Firstly what are your specs?
Second when you are on track press ctrl-c on your keyboard and a green and purple graph will appear top right of the screen. Now go race and keep an eye on the purple bar when it's stuttering etc and see if the purple bar is maxed out. If the purple bar is fully across to the right it's your cpu thats having a problem.
Obviously the Green is your GPU..

The loading times have been long since the beginning. Turn your graphics settings down, update your drivers, and accept that it's Early Access still.
