This is what the game tells me when I first launch it right after purchasing it

Yes, you can get a refund from Steam.

OR

You can register an account for Race Control on www.racecontrol.gg to access online features, and also use the support ticket on the website for support.

I clicked Continue there and registered. After restarting, they started letting me into the main menu. It's all a bit unusual, I thought that for some reason there was no connection to the servers. They should have mentioned the mandatory registration
