Unfortunately that didn’t work, might have to check into the game files for some solution, the visible cars is also set to 20 so that isn’t the problem either
In all my testing the frame rate was never truly impacted, processor never went above 60% usage, graphic card stayed within expected load (depending the frame limit I set). Like any stutter issue, the frame rate would stay stable for a good amount of time and suddenly a couple of frame would be dropped with no apparent reasons.
There is most likely something in the engine/simulation causing it that cannot be fixed on the end-user side (I saw a speculation that any car bottoming out and generating sparks would be causing that stutter at the moment).
worth a try, also check the official discord for tips.
I tried every tips, modifying the setting .json ... different vsync, turned off replay, everything ... the only thing that solved my problem is turning off the Vsync, I'm at 260Fps and no stuttering.
i7 13700K, 32Gb DDR5, RTX 3080Ti
It's a classic actually, I remember many racing game with this issue. Even ACC has it in some ways. In ACC tho there is an option to set a cap for the FPS, so I turn off the Vsync set the FPS at like 90 and it's butter smooth, no tearing, not destroying my graphic card.
I'm not a dev but maybe it could be an easy fix.

Try borderless window mode with software vsync or video vysync on.
For me software vsync solved my problems. video vsync caused the problems for me. but i heard for some ppl its the other way around.
Dont turn vsync off, it will make the menus stutter.
If you're running 16Gb RAM, then that's not enough for the bigger tracks. Test it with Task manager (second tab), when you're running the Le Mans track with a full grid. All the cars get simulated, regardless of graphic settings. That's what caused all my stuttering, I fixed it with RAM without adjusting my graphics.
