what content is already available in RF2? Is or was there a game with the BTCC?
Early Access titles have worked this way for years. Completely normal. The gamble is if you trust the devs to finish it.
Personally I have a couple of companies I trust to finish what they started. I’ve got no reason to think these lot will grab your cash and run but I also have no reason to trust them either.

My head’s spinning, it’s like stepping into the twilight zone with Studio 397.
Where once there was car packs and track packs with big advertisements of the BTCC. Now it’s just called Touring Car Complete and British Track Pack.
The WEC tracks available are Monza, Bahrain, Spa, Le Mans and Sebring.
There is an Endurance Car Pack.
But anything could happen between now and the 20th.

rF2 already has the Vanwall LMH (only Hypercar rF2 has) and they also have the full lineup for LMP2 (the Oreca 07) and all 4 LMGTE cars (Ferrari, Aston, Corvette and Porsche... though the rF2 model might be slightly older). Plus 5 out of 7 tracks to be featured in LMU are available as rF2 DLC. So rF2 is only missing 2 tracks (Portimao and Fuji) and 6 HyperCars (LMH) from the 2023 WEC Season.
rF2 has/had BTCC content, but it's been re-branded simply as "touring car pack" now because Motorsport Games (reminder they still own Studio 397, even though the LMU page doesn't list them at all) had their licenses revoked (ACO/WEC is their only remaining license).
They only note the 2023 season being covered, who knows if their license goes any further at this time. So it'd be safe to guess IF the 2024 season content ever comes, basically if the game is successful enough, it'll be sold as separate DLC.
dlc´s (with this price model) , LMU EA looks like a good deal.
"Noone" is expecting this. (at least me :) . My guessing is, that there won´t be big new packs in near future.
On the other hand, I'm a racing fan and like Le Mans, and I am hoping that the game will be successful. I am willing to spend 30 € for a good early access racing game with, e.g., not that many tracks yet. However, I am not willing to spend that money on:
* a clone of rF2
* a game that does not have at least proper offline time trial mode, some high-quality tracks and cars. Or more generally, something that is so early access that I cannot evaluate whether it's gonna be good at some point in time, or so early access that I do not see me playing it for more than a few hours in the current state.
So what am I gonna do? I will buy the early access version on Steam and try it for 2 hours. If I have any doubts, I will refund it, and buy the final game once its released, if the reviews are good.
But with Steams 2 hours of testing within 2 weeks after buying, and at 30 Euro, I will be one of those who buy it. Whether I'll keep it -- we'll see.
While I feel betrayed with how they treated KartKraft (the title and the developer studio) after Motorsport Games bought them in 2021... this has little to do with that situation.
See their twitter, they've shown the full car/track list there... the full 2023 WEC season (12 cars over 3 classes, and 7 tracks) will be there at launch... it's the other features (VR support, season mode, etc) that will come later and should be sceptical if it will come at all (if the company stays afloat from the early access buyers).
