They don't show up on map resources, but a group can spawn there.

I don't know whether or not this influences them spawning or not, but:
Grasslands
No river
avg. precipitation: rainy
avg. temperature: cool
inland/no coast.
It kind of sucks that I didn't find one rose in 4 hours of actively searching for them, but found them on my first location of my next character.

I suspect grassland and tundra has the same world generation but the grass is covered in frost. I suspect roses is not considered a resources so it's still generated in the tundra. So I'd say either look in tundra's or look in grasslands.
