If no NPC currently possesses enough level of skill, perhaps the world is too young for any NPC To have the level of adventuring skill that you're aiming for. Maybe a couple of hundred more years or so will spawn NPCs with enough level.
If you find a smelter shop then you should look for the oldest seller here , since he will have most high skill for crafting.
If you dont find it then he is not skilled enough.
I would recomend not making only 100 year old but instead at least 150 years, since npc and settlements need a lot of time to form properly.
It's the same for trainers, on 50 trainers I never saw a level above "journeyman" :(
