No, walking 1000 steps to gain a skill is a big no. It needs something that require effort. But I don't know how.
Why drag skill only affect low level-up for athletic? I think if there is bigger, heavier stuff, dragging skill can help raising the level further.
Another useful skill for the game that I can think is that an ability that enable you to carry heavy items that surpass your character weight limit. With that skill from athletic branch, you can take more items that you should unable to do so. But with that you require more effort to walk. But if you walk in overweight position long enough, you can raise your athletic skill.
Well, it has some limitation as if you carry more item than you usually can, then all related skills that make you move faster will be disabled. So, you must be careful, because it can kill you if you are in overweight mode in battle. Because it will slow you down a lot.
