Dead State is to State of Decay as Fallout 2 is to Fallout 3 (kinda)
State of Decay: has base building, resource gathering, you go out and roam the moderate sized 3D world and get swarmed by hordes of zombies. It's more of a fighting/action game, but it has relationships and relationship management in it (I think some of the relationship stuff is randomised and glossed over). It has permadeath, and you can play multiple survivors if any given survivor expires. There's a learning curve, but it's a great game if you put time into it, it's atmospheric and addictive. (I'd give it a 9/10, really got great enjoyment from it)
Dead State is isometric, has base building, resource gathering in tactical maps where you manage a squad fighting zombies and other hostiles. It has some deep and excellently written RPG interactions with survivors .. some of the characters are simply awesome. Also the art in the game, in my opinion, is great. (I'd give it 9.5/10, if it weren't for some bugs and unfinished stuff, I find Dead State to be a classic and wouldn't fault it).
It's a question of personal preference. State of Decay has more action, Dead State has a bit more depth (but is slower in some ways).
If you can afford it, get both, if you need to choose one only, consider the above and decide based on your preference between action or interaction ?
Dead State is more serious in tone, and has more depth. The characters have more personality, but I miss voiced dialogue, the game feels a bit quiet at time, but that isn't all that out of place for a post apocalyptic setting. It also has great environmental storytelling, in in general the maps are well designed.
State of Decay is real time and is a fast paced game with excellent animations and combat but it can get very repetitive. Some of the main NPCs are very good, but a lot of the extra people are just annoying and always getting into trouble. The game world is pretty good, but there are only two maps last I recall and it isn't as big as it first seems when you're new.
Both have their ups and downs, I enjoy them both quite a bit. In the end it is more about what kind of game play you are in the mood for. Go Youtube some gameplay videos.
Eventually get both though, they are excellent games.

I love the TBS genre as one of my favourites and straight up action games aswell.
I very much enjoy both of these games and think they are both pretty great at doing what they set out to do (Action based/TBS Party Rpg). Picked up the newest DLC in State of Decay last sales and I can't wait to give that a go when I find the time. One thing I do love about State of Decay is that the ‘Main’ character doesn’t at all need to be your main and you can play with and use anyone you like. That was pretty neat.
Given the choice at gun point however I'd play Dead State though just because it seems like an overall longer campaign/experience with more interesting characters and plays more like an RPG (Which I personally prefer). Plus the social aspects and crisis events play a larger and more serious role. *Never* found myself lacking for supplies like food or medicine in State of Decay and never even bothered with the food production upgrades either whereas here in Dead State I'm always going out scavenging and made my Greenhouse/Mushroom Patch/Chickens etc. some of my first priority’s - admittedly you get pretty comfortable and things get easier later on but it Just felt like a more pressing need for survival at the start of the game.

On that note, it is actually pretty stable right now. I had problems with the newest DLC, Lifeline, because of the braindead AI that broke the game for me, but the maingame is pretty good.

Is State of Decay, there seems to be fewer base upgrades and there is very little interaction with the other survivors in your base outside of the whole "I'm mad, lets go kill zombies to blow off steam"
There are a couple of key features in State of Decay that I actually prefer more though
-The ability to take whoever you want out in an away party. It seems ridiculous to me that the guy in charge(aka the main character) in Dead State has to go out on every scavenging mission, even if he is injured
-Ability to find new bases although the school is a wicked place to hide out, finding a different base would be a cool feature (Getz would definitely appreciate that)
State of Decay is enjoyable, but they did make a few design choices I don't care for that kept me from investing in it on an RPG level. Still fun in an 'action game where you kill hordes of zombie level.'
Dead State is more of an actual RPG with dialogue, choices and character development. Since I love RPGs, especially turn based strategic ones, Dead State would be the once I'd pick if absolutely forced to choose between one.
But if you just want to play 'See Zombie, Kill Zombie' then Decay may push your buttons more. Doubly so if you ever wanted to play Dukes of Hazard through a horde of shambling dead things.
But I'm still on my first playthough, too early to say which one stands the test of time better.
If Dead State's modding is flexible, open, and not terribly complicated then it will win easily. There is a rather limited number of things you can mod in State of Decay
