But if you still need them that badly i can give you a tip: have a character with high enough survival skill with you, like Bud for example (or maybe even have it on your main character). Only highest skill in your party counts btw. Survival skill affects movement speed on foot (regardless of perks) so i belive its possible to execute this travel before 3 am, so that you are not getting a massive morale penalty.
And one reason to get horses early is so you can grab all those NPCs at the edge of the map. Remember that NPCs only start getting their 1 skillpoint/day after you recruit them. Though with Reanimated Hardcore, the morale hit with 30 survivors is actually quite worrying.
Does it? Well then I may be incorrect on that, pardon me, have to properly test that actually. Anyways, as for the distant NPC's, its quite risky to have em too soon not only cuz of morale hits. But early on its quite rough on the food count too, especially on hardcore mode which is 4.5 food per person instead of 3 on regular. Also i belive you cant hit all the distant survivours with horses in one day unlike if you had a car. So i still find it not that urgent. I belive day12, when my car is ready and fully upgraded is the right time to pick up the rest of the allies (Jenifer, Lane, Clifford, Fiona and Aggro). You can pick up all others in first five days on foot, no problem.
I can confirm that stacking survival does work. I had a group with 2 people with 4 survival and 2 with 0, I tried walking to get Aggro and didn't like how long it took to get there. So I reloaded and changed one of the 0 survival people to a 4 survival one, and I made it there in a more reasonable time.
I am also trying to go get horses, but I can't find the miller stables on the map.

Any chance of getting some horses closer to the shelter?
The map seems legit still, but you can't find it until Priscilla tells you about it. Same with the abandoned farm northwest of the shelter (blue circled in that map) that you can't go to until someone tells you about it. As far as I know those are the only two examples of where you can't go until someone tells you about it.
Btw i have just got me some horses, day 6 hardcore ironman.
So depending on luck and current strategy, hitting the equestrian stables early might be the better choice.
