Can't run game, gives an error that says needs Pixel shader 1.1?

Running a RTX 4080, I'm pretty sure my video card has whatever pixel shader this game needs.

I don;t understand this, I run games from GoG that are 20 years old and they play fine, I have got the .exe in compatibility mode for win 7, tried running as admin....

what else can I try?

I also installed the DX9.0c files...

Windows 11 pro
Z690 with an intel 12900x
latest Nvidia drivers

I figured it out, found the solution in post from way back.

Go to Documents/My Games/Deadstate folder and open the prefs file in notepad. I noticed my screen resolution was 1920 1080, so I changed the rez to 3840 2160. I also changed the 75 in that same line to 60, as that was the refresh.

And now it works, same pixel shaders and all
