Car or Horses
What is better- car with no upgrades or horses?
I have extra fuel and need space sometimes, but horses seem to be very fast. Is there a difference in speed?

Horse are a bit more fast than car but car have 200 extra capacity

In my opinion cars are not worth the fuel for the little bit of extra speed. Also survival skill helps horse speed just like walking speed, but it doesn't boost car speed. The only reason to use the car is for the extra 200 carry capacity.

Drunk, if I take survival perk number 2, will I be 50% faster on horses or it is only for walking?

Explore using the Horse and limit Car use to hauling back loot, fuel is the hardest resource to accumulate so don't waste it using the car all the time. Also go for the travel movement bonus for early range.
