Riot shield and gear - where to get them?

Is there any way of obtaining these items without slaughtering the cops at Coleman?

I must have scavenged and attacked almost every major police station or ex-military hub but the best I could find so far was a tactical vest.

You mean Austin? Been there once and got annihilated by mercs. I am postponing my next visit until I get some better equipment.

Disregard my question. I went through the Austin Hotel (to find the lighter for Gillian) and ended up fighting an entire Merc garrison up to the roof.

After the bloodshed, I ended up with multiple tac vests, riot shields and gear. I am satisfied.
