Wait till Urban Strife release. That game is the closest you can find both in theme and mechanics.
Another game with a similar vibe to Dead State but with a more open-world GTA style game play is "State of Decay" and "State of Decay 2".
I can't recommend SoD enough. Both games are fantastic. On console, I have over 300 hours in State of Decay 1 and another 150 hours in State of Decay 2. I bought each game for maybe $20, and they were absolutely worth it.
That being said, they don't have the same depth in storytelling as Dead State does. In the first game, the characters are rather two-dimensional. In the second game, there are no preset character; only characters randomized with a variety of unique traits.
I think this is somthing for you
XCom 2 has something with the Lost (zombies) but there arn't that many missions with them.
Stoneshard has some undead but isn't in the present day.
Kenshi has a zombie mod that looks good. It isn't a turn-based game and it isn't set on the present but you can pause during combat.
Also, keep an eye on Urban Strife, it looks good and will release next year.
Is closer to Fallout 1 & 2 than it is to dead state.
