I am sorry to hear about that. Here is some advice that I hope will help:
How to enable and disable Steam Cloud
1) In your Steam Library, right-click on Game Dev Tycoon and select "Properties."
2) Click the "Updates" tab.
3) Uncheck "Enable Steam Cloud synchronization for Game Dev Tycoon."
4) Click "Close."
The Steam Cloud service controls if the save games are backed up to the cloud, ready for re-download if needed.
Once the Steam cloud service has been disabled (to stop the old saves from downloading) and the game has been reinstalled you can then navigate to the following folder where the saves are located
‘C:/Users/YOURUSER/Appdata/Local/Game Dev Tycoon - Steam/Local Storage/
Where YOURUSER is your Windows user name.’
To View the App Data folder please allow viewing of Hidden Files and Folder;
http://windows.microsoft.com/en-gb/windows7/show-hidden-files
The correct way to start a new game and bypass any error’s left over from an old corrupt save game
As soon as the game hits the 'click to continue' screen press the 'escape' key and select 'new' from the menu.
