Is there any explicit way to get an 11/10 rating on any of the games made?

For me to get all the achievements in the game, I just need to get an 11/10 rating in some game, but so far I haven't been able to and I've tried every way that came to my mind.
Are there any tactics or something that can be done to have a better chance of getting an 11/10 grade?

it seems like pure luck, when you make a 10/10 game there seems to be a random chance it will be 11/10 instead

It's probably going to be late game, maybe AAA where you've just upgraded your engine and trained your staff. Some topics work better than others, some platforms work better with specific target audiences. You might switch to one of the better topics with a perfect target audience and the result is a much better rating than before. Mature games on the pc work well for this if the topic prefers that. Every game must be better than the last one. It's weird that if you release some groundbreaking game suddenly everyone else in the world matches that by the next game, yet in an alternate dimension you're making crappy games so is the rest of the world you're in. Feels like the rest of the world is looking over your shoulder and copying from you.
