I think for RPG's it would be 2/3 Design and 1/3 Tech.
You normally reach that ratio automattically when you adjust the sliders on how the game suggests. However: To see these suggestions you have to play for a while and make game reports.
So expect to be better on you next playthrough
Engine for example is best when you have someone that is 4 times better on tech than design.
If you have somone with 200 Design and 20 Tech it's more important to get them to around 50 tech than to get the design up even though it's the more desirable trait for engine than tech.
