Hints are stored in your player profile and when you start a new game we ask you if you want to import those collected hints into a new game.
The new save-sharing feature allows to import and export save files but not the player profile so when you start a new game on your existing computer, you definitely should see all those hints.
I just want to double-check: You are playing on the same machine as you had previously, right?
Yes, this is still the same machine as before. I have never even used the game on any other machine.

Going from bottom to top, you see my previous save with unlocked hints, me creating a new game and making sure to press "Yes", and then having a completely blank slate for some reason.
Since you mentioned the player profile, maybe it helps knowing that I have an AppData folder both on C: and I: for limited storage reasons. Who knows, maybe the new save file import and export feature changed the way the game searches for the location of player profile data, leading to an empty location.
Edit: After a quick search, I could however not find any other file__0.localstorage-journal files. At least not any that are associated with Game Dev Tycoon.
The last time my save files were modified was on the 10th of October, which is after the multi platform update. I am at a loss here.
