If you mean the number directly above the "Tech" value in that screenshot, it signifies how "busy" each staff member is.
For example, if in a previous game development phase you had a staff member work on Dialogues and you had the slider all the way up, that will take a higher percentage of that person's time.
It's good to keep the value below 100% for each person, so they aren't overworked and can give their best effort to the development.
Games seem to come along just fine and nothing seems to happen from pushing anyone over 100%. They all get fatigued and require vacation at the same rate, they never complain, the quality of the work seems to still be great 'cause all tens.
The percentage above the tech value really doesn't seem to do anything other than make you feel like "Oh, maybe I'm working them too hard" or "Oh, the bar's turning orange or red, maybe I should assign someone else."
I know you said it's good to keep the value below 100%, but I haven't noticed any consequence of overworking people, whether they're your avatar or an employee, whether you overwork them to like 101 or 102% or 180+%.
