The only answer to that is yes. The only way to get consistently better employees is by training them yourself. You can get lucky by hiring good employee that is highly specialized in one field, but in order to make solid AAA games you need to have decent stats across the board for all of your employees. I usually use by 2x or 3x boost for training whenever possible (assuming you are between games).
