If you know HTML5 and JavaScript in particular, it will be fairly easy to make a mod and the API comes with a bunch of examples.
Great mods generally come from our API, rather than from a mod maker since the mod maker only handled a handful of pre-conceived ideas for mods.
As to your other question:
We are still supporting Game Dev Tycoon but as we stated a while ago we don't have any current plans for new content. The long story is that we think there are too many great ideas and we'd rather do Game Dev Tycoon 2 some day in the future to tackle them, instead of releasing DLC or incremental updates. But all of this is a while away, our main focus currently is on our next game[tavernkeeper.com] which we hope will appeal to GDT players too :)
