does health come back overtime
I've been wondering if health regenerates, due to the fact that the enemies are getting up after a little while

Yeah it does come back slowly.

yeah it does, I'm not sure I understand how but it definitely only happens when once an enemy is killed.

It is not dependent on enemy status. Its about 1 health tick per second in regeneration.
you can verify this using the trainer mod it adds a health display.

A fully crippled limb will recover in about 120 seconds.

Enemy health does not regenerate

not the case its always regening it just takes a while ive beaten the game by punching and running away after every hit and just healing before i swing again
