Report a translation problem
Here is something that I thought of when playing some other games that had achievements: In Edna & Harvey: Harvey's New Eyes; you gotta repeatedly do something in order to obtain the effect (Like raking the leaves) I was thinking that perhaps doing the "Enable AI" before going to emergency diagnostics and clicking that a whole bunch of times might achieve the effect?
You make a good point :P Unless it was hid somehow (which is highly unlikely), the only explanation is really that it's a timed thing and considering the mention of the lunar new year I geuss that's the best geuss :S
Honestly, the only thing that hasn't been ruled out, which is a future patch adding it in, is also the only thing we can't actually test, so...

Not sure if this is what you're referring to but for posterity, running a game cache integrity verification will always result in 70 files needing to be "fixed" after the game runs. This is a Ren'py issue, happens in Analogue and other VNs.
