Yes. It's already been confirmed for a Western release.

It was hoped that at end of the year a release date for Fate/Hollow Ataraxia and the second part of the Tsukihime would be revealed at their live stream, but that sadly it didn't happen. Blame Aniplex keeping extending Fate/Grand Order life and keeping Type-Moon busy because of it :steamfacepalm:
