No it isn't - the initial problems with the bugged video are now patched.
As for Shirou's voice being absent, this is deliberate and was also the case with the PS Vita version (which this is based on). Stop finding fault and instead enjoy the game.
Think of other games where you play the main character and don't want to be ripped out of the immersion by someone else voicing your character (games like the Elder Scrolls for example. Similiarly to that game you're usually in a first person perspective, i.e. you can't see yourself on screen.)
It's just a conclusion made from observing other VNs and RPGs, so take it with a grain of salt
