How to Change to JP locale on win 10 (temporary fix for visual issues)
go to settings, then time and language, go to region, and on the right side of the screen where it says "related settings" click the blue text that says "additional date, time and regional settings". after you've clicked on that, go to the second tab that says region, and instead of staying on "formats" go to the second screen that says "administrative". below "Welcome screen and new user accounts" there is a second modifiable option that says "Language for non-unicode programs". change the location showed by pressing "change system locale" and selecting Japan. hope this helped.

edit: thanks for your kind replies, i hope i helped.
edit 2: as of august 8/2024, 7 AM JST, the issue has been solved.

As much as this brings back the "good ol' days", WE SHOULDN'T BE HAVING TO DO THIS.

More things change the more they stay the same
btw, I was playing the Japanese text version before this kind gentlemen posted the fix

I kept seeing the taiga inlay over the text, only in the Japanese text which was really annoying

also the music didn't feel right

I really feel sorry for anyone playing this 1st time around, not recognising the issues and thinking these out of place images and background is normal, lol

Keep this thread bumped if you can

I don't know this for sure but I assume that the Switch does not handle locales the way a Windows pc does. It is likely simply not a problem there.

No it was having the same problems, but the fix might have been simpler.

for many people there is display issues with sprites, backgrounds, and music, that seem to be tied to locale issues. Swapping to the JP locale for your PC corrects those issues until a proper fix is introduced.
