I see that the emulator is not supported for Windows 11, am I out of luck or is there a way to do it on Windows 11?

change the locale directly vut emulator works normally but couldnt make it work on this game

For steam deck:

Credits to user blue (from different thread)- It is japanese locale issue, my PC was running Japanese locale to begin with so i didn't face this issue

For steam deck- go to properties > change the language to Japanese > run the game> the game should run normally now.

I ran the game english first so it looks fine but in case it ran in Japanese> press X > choose the fourth option> change the display language to english

That's really funny, I've seen other vns with locale issues even in english releases so not that surprising, but good to know there's an easy fix and it shouldn't be hard for them to patch it.

One Windows solution is this:
Control Panel > Region > Administrative > Change system locale... > Japanese (Japan)

It won't change the language on your PC to Japanese, your console windows and file paths might have ¥s instead of /s though
