Thanks for flagging this and for submitting your video as well. It's been reported before but is very difficult to reproduce on our end so this video will definitely help. One thing that has worked for some players is to shoot the hat to slightly move it to a different place. This seems to then allow players to pick it up. Take with a grain of salt though as this is not an official workaround!
