Yes, it works on Win7. While EGS version requires simply putting xinput1_4.dll file to the game folder to make it work, for some reason the Steam version differs, but VxKex solves the problem. Find VxKex on GitHub, install it, go to THPS12.exe properties, then open VxKex tab and tick "Enable VxKex for this program" - this is enough to make it work, no need to report another version of windows.
