Are cheating or modding in Spelunky Latest Version is Illegal? If it isn`t illegal how i can do this?

well, there are no laws for cheating in video games.
(you will not have vacban in this type of game)
you can download mods at https://gamebanana.com/games/5943
and the famous mod "frozlunky" at http://sashavol.com/frozlunky/ (at least the last one disables the achievements)
if you want to modify game parameters to your liking you can use "cheat engine"

modding i get, cheat engine to understand the game perhaps, but there's literally no fun in cheating your way towards some achievement or the end since the journey and the adversity is the whole point of this game. Everything is made to present a sense of reward for overcoming a series of difficult challenges.. the end itself has no value.. its just a nice little pin on your jacket.

if you still want to cheat for some reason beyond my understanding or just for fun, then search for spelunky cheat engine and frozlunky mods
